The API for Actionscript 3 support is distributed as a single .SWC library (SFS2X_API_AS3.swc) that needs to be added to the development environment. The file is located under the {install-dir}/Client/API/ folder.
In Flash Developer select Edit->Preferences.
Under the "ActionScript" category select "ActionScript 3.0 Settings..."
Add the SWC folder path to the Library Path.
Click OK to exit the Settings Window & OK again to exit the Preferences window.
